Темы Евразийской олимпиады носят проблемный характер и предполагают аргументированный ответ с выражением личного отношения говорящего к обсуждаемому вопросу. Запись ответа-монолога осуществляется в лингафонном кабинете в присутствии организатора, владеющего иностранным языком, и сотрудника ОТСО. Организатор, проводящий данный этап, объясняет процедуру этапа «Говорение» участникам на русском языке. Удостоверившись, что все участники поняли процедуру этапа «Говорение», организатор на иностранном языке объявляет тему группе участников и выводит ее на экран (компьютера) или на доску. На одну группу участников полагается одна тема. На подготовку ответа участникам отводится 1 минута (при этом запрещается вести записи, разговаривать с другими участниками или организатором по содержанию озвученной темы). Запись осуществляется автоматически с главного пульта/компьютера и сохраняется в формате mp3. По команде организатора каждый участник объявляет свой номер (НЕ имя) в микрофон на русском языке и записывает ответ-монолог на иностранном языке. Организатору запрещается вмешиваться в ход устного ответа участника, подсказывать или иным способом содействовать выполнению задания, за исключением случаев технического сбоя. Повторная запись объявленной темы одним и тем же участником не допускается. Время говорения – до 5 минут. По истечении этого времени запись прекращается. Проверка осуществляется по критериям.
