Opinions remain divided over the question of where the local authorities should invest limited public funds. In many towns and cities, questions are increasingly being raised about which public facilities qualify for priority, especially in times of financial constraint. As highlighted in a recent debate on this issue, attention has focused on whether cultural institutions or community centers deserve to receive greater financial support. From a funding perspective, public gardens and parks may represent a less effective use of resources than museums.
